Produce Your Customs License: Stakeholders Dare NAGAFF

 A cross section section of freight forwarders have expressed doubts about recent claim by the National Association of Government Approved Freight Forwarders (NAGAFF) to the effect that it has been granted Customs operations license.
The NAGAFF had recently broken the news of the license and urged members of the association to take maximum advantage of the novel development. It also advised that other associations should take a cue from the development and be forward looking too.
The NAGGAF license is one of the few developments before the exit of the former Comptroller General of Customs, Alhaji Dikko Abdullahi.
But, some members of rival associations have expressed doubts about the license; they challenged NAGAFF to produce the license, if truly it exists.

SON Denies Seeking Return To Ports

 ...Integrates SONCAP With Nigeria Customs‎ NCIS

The Standards Organization of ‎Nigeria (SON) has denied that it was trying to return into the ports, even as it said that it has integrated its Conformity Assessment Programme (SONCAP) with the Nigeria Customs Integration System (NCIS)
Speaking at a stakeholder's sensitization seminar in Lagos yesterday, Director General of SON; Dr. Joseph Odumodu announced that SON has integrated its e-certificates into NCIS in order to make it easy for processing of SONCAP, Form M and the Pre-Arrival Assessment Report (PAAR).
With this, he explained that SON no longer demands hard copies of SONCAP certificates from its stakeholders, saying that the process has been automated.

Anxiety Grips MWUN Over Imminent Downsizing At Nigerian Ports

The Dockworkers branch of the Maritime Workers Union of Nigeria (MWUN) has expressed fear of imminent massive job loss by her members due to lack of activities at the various terminals across the country, a development occasioned by fall in the number of vessels calling at Nigerian ports.
President of the Dockworkers Branch of MWUN; Comrade Adewale Adeyanju in an interview with Shipping Position Daily in Lagos yesterday lamented that already some members of the union have lost their jobs at PTML and Flour Mills Nigeria Limited which recently sacked some workers.
He said that PTML terminals had sacked MWUN members under Shipping Branch and that 169 dockworkers were equally sacked by Flour Mills Nigeria Limited recently.

REVEALED: Real Reasons Habib Was Sacked, Re-appointed As MD Of NPA

Fresh insights have revealed  the various issues that led to the removal and eventual recall of Mallam Habib Abdullahi as the Managing Director of the Nigerian Ports Authourity (NPA).
Abdullahi was removed under suspicious circumstances by former President Goodluck Jonathan on April 29, 2015 and replaced with his kinsman Prince Lamido Ado Bayero.
However Shipping Position Daily confirmed last week that Abdullahi who was recently reinstated by President Muhammadu Buhari, found himself in a web of issues bordering on policy and politics.
Principal among these issues was the controversial acquisition of 10 per cent stake in Onne, Rivers State-based terminal operator; Integrated Logistics Service (INTELS).

Truck Owners To Withdraw Services Over Deplorable Tin Can, Apapa Port Roads

Truck owners at Nigerian Ports under the aegis of Association of Maritime Truck Owners (AMATO) have threatened to withdraw their services from the port‎ if the Tin Island Port and Apapa Port access roads are not repaired before 26th of August 2015.
In a telephone chat with Shipping Position Daily, Chairman of AMATO, Chief RemiOgungbemi ‎ lamented that the 2nd gate of the Tin Can Island Port is presently not accessible as trucks continue to fall off due to the deep gullies on the road.
He explained that the decision to withdraw services from the port was reached by the truckers in order to draw government's attention to the suffering of‎ road users.

Customs Top Hierarchy In Crucial Meeting

Even as there is no clear-cut directive as to who is in charge at the Nigeria Customs Service, following the exit of its Comptroller General; Alhaji Dikko Abdullahi on Tuesday, there is a confirmation that an emergency meeting of the Service’s management is scheduled to hold today in Abuja.
Sources close to the Service confided in one of our correspondents yesterday that today’s meeting will be attended by all Deputy Comptrollers General, Assistant Comptrollers General, Zonal Coordinators and all Areas Controller of commands and units.
Even though our source didn’t confirm who will preside over the meeting, it was learnt that invitation

As Second Term Begins At NPA, Habib Abdullahi Says "You Cannot Fight What God Has Destined To Be"

Customs Backs Shippers’ Council, Niger Republic’s Multi-million Tonnes Transit Cargo Deal 1

The Nigeria Customs Service has thrown its weight behind the multi-million tonnes cargo transit deal between  Nigeria and its northern neighbour; Niger Republic. The agreement which was further concretised in Abuja last week will involve importers from Niger routing their cargoes through Nigerian ports.
And following the huge economic benefits to Nigeria, the Comptroller -General of Nigeria Custom Service (NCS), Alhaji Abdullahi Dikko, has promised that Republic of Niger shippers would enjoy  easy transit of such cargoes to facilitate trade between the two nations.
Dikko, represented by Mr John Atte, the Deputy Comptroller-General (Finance Administration and Technical Services), gave the assurance on Friday when a delegation of Nigerian Shippers Council and Nigeria-Niger Joint Commission paid him a courtesy visit in Abuja to seek further collaboration in the plans to move about three million tonnes of transit cargoes from Nigerian seaports to Jibiya in Niger annually.

Buhari Reinstates Sacked NPA MD; Habib Abdulahi

President Muhammadu Buhari has reinstated Mr. Habibu Abdullahi as the Managing Director, Nigerian Ports Authority.
He therefore relieved Alhaji Sanusi Ado Bayero of his appointment as the MD.
Bayero’s appointment was one of the late hour decisions taken by former President Goodluck Jonathan shortly after he lost his re-election bid in the March 28 presidential election.
Jonathan had on April 29, exactly one month to his handover date, sacked Abdullahi and replaced him with Bayero without giving any reason for his action.
But the Special Adviser to the President on Media and Publicity, Mr. Femi Adesina, in a statement on Thursday, said Buhari had ordered Abdullahi’s reinstatement with immediate effect.

NPA Depolys Two New Tug Boats

...As LCM deepens Lagos Channel to 13.5 metres

The Nigerian Ports Authority (NPA) has acquired and deployed two 60-tons buller- pull tug boats with state-of-the-art, fully computerized engines, to meet the increasing demands of critical stakeholders, within the Lagos Pilotage District.
With the arrival and deployment, the NPA has subsequently increased its fleet in Lagos to 15, consisting of eight tug boats, three pilot cutters and four mooring boats; in an aim of bringing to an end, stakeholders' complaints of tugs insufficiency, within the Lagos ports.
Confirming this, the Lagos Channel Management (LCM), Managing Director, Mr. Danny Fuchs, said the tug boats, MT Uromi and MT Majaiya were presently the strongest in their class in the country as each of them came with twin fire fighting pumps, with a reach of above 300 meters and a flow of over 600 cubic meters per hour of water and foam.
Investigation showed that, until their acquisition, the biggest tug boats in Lagos had capacity not beyond 45- ton buller-pulls, while the biggest in Port Harcourt pilotage district, might not be up to 50-ton buller pulls. And unlike the MT Ohafia and others before it, the new tug boats actually have slimmer bodies and narrow bridges (wheel house), with inclined exhausts, meaning that they could get closer to the large ships without hurting either the ship or themselves; thereby making them highly effective in doing their jobs. At full throttle, they can do a speed of at least 14 knots, either forward or backwards.
"The Uromi and the Majaiya are 2010 model and they are very powerful tug boats; 60-tons-buller-pulls boats each.
They are currently the biggest in  Lagos", indicated Fuchs.
"They have been commissioned and they have begun to work. They provide  Lagos  with the most modern and best technology in the world today. The engine, a MTU, like I told you, is one of the strongest in the world. They are German engines. They are already working 24/7.
"The two new-built are usually devoted to the extra big ships sailing in, while the other tugs are devoted to the smaller vessels sailing in or out. it is part of the super-efficiency gains that Lagos is enjoying.
"With the two new-built,  Lagos  now has eight tug boats, three pilot cutters, for the movement of the pilots to meet the arriving ships, at the Fairway Buoy; and then four Mooring boats for the movement of NPA officials from  Marina  to Harbour Masters, and for other logistics. That brings everything to a total of 15", he explained, expressing his joy that the towage management company, the Landfall has preoccupied itself with capacity development.
"Today, the Landfall alone has employed more than 200 local staff. And we are training and re-training them. We have a ratio of 1:10. About 10 percent of staff are expatriates. And even most of the expatriate are simply coming and going. They don’t stay here all the time.
"The Landfall is working in the light of international standards. And that explains why we need to bring in only certified captains; which we mostly cannot find here.
                                
"Most Nigerian staff are good. But it is not all of them that have good papers. So, we bring in those without good papers; merge them with those expatriate with good papers; and then we begin to train and retrain those without good papers. They soon become, all very good in due course. You can understand why our staff are therefore, in so much high demand
"It is not a one- night affairs- we send them for mandatory trainings. Our pool is highly and enviably stocked!
  
"We treat our staff with much respect. The 200 Landfall staff are working according to the condition of service, as internationally required- in respect of the boats; and as agreed between the unions and the management. We respect each party's view", he said, highlighting that his organization's humanitarian project of training Nigerians as seafarers had begun to yield encouraging results.
"Five years ago we started with 40 cadets, 20 engines and 20 decks. And because there was no good institution that can prepare the cadets in  Nigeria  for the STCW exams, we spoke with many marine consultants who advised that the best place was Ghana Regional Maritime University. So, we sent all our cadets there. They learnt the theories there. And come here for practice. So, it has been a theory-practical, theory-practical and so, they were going back and forth.
"But today we have produced seven engineers who would soon up-grade, for higher class. We have also produced five decks. Out of the five decks, three are already master mariners.
"They are today, certified tug masters and master mariners. It also means, they can go with their certificate to work anywhere in the world. Again we are proud of them. And sincerely speaking, I am proud of them", he stated further, praising Federal Government's determination to transform Lagos into a hub, by ensuring an enviable depth in Lagos.
"As for the depth of the channel we promised that we are not going to have anything less than 13,5 meters depths, even at the lowest tide; and I can assure you that more than 80 percent of the channel meet this requirement!

Manufacturers, NACCIMA‎ Embrace Cargo Tracking By Shippers’ Council

The Manufacturers Association of Nigeria (MAN) and the Nigerian Association of Chambers of Commerce, Industry, Mines and Agriculture (NACCIMA) have thrown their weights behind the Nigerian Shippers’ Council over the re-introduction of the Cargo Tracking Note (CTN) being spearheaded by the Council.
The support was expressed at separate meetings yesterday when the Executive Secretary of the Nigerian Shippers’Council, Barrister Hassan Bello led top executives of the Council to the headquarters of both associations in order to enlighten them on the new CTN and to solicit their support.
President of MAN; Dr. Frank Udemba Jacobs assured that the association was satisfied with all the explanations given on the CTN by the Shippers Council, expressing high hopes that the policy will help his members to facilitate cargo clearance.

Shippers’ Council Frowns at INTELS Oil, Gas Cargo Monopoly


The Nigerian Shippers’ Council is frowning at the monopoly that is currently being enjoyed by one of the leading terminal operators in the country; Integrated Logistics Services (INTELS‎) as the only destination for all oil and cargo related imports.

Executive Secretary of the Nigerian Shippers’ Council;  Barrister Hassan Bello who dropped this last weekend in Lagos said that the Council is not comfortable with the situation, describing it as an abuse of dominance in a perfect market system‎.

“80% Of Cargoes Coming Into Nigeria Are Under-declared”-----Shippers’ Council Boss

The Nigerian Shippers Council (NSC) has raised alarm that about 80 percent of cargoes imported into Nigeria are being under-declared thereby leading to loss of revenue for government and delay in the cargo clearance process.

The Council has assured however that the anomalies witnessed in the clearance of cargo will henceforth be eliminated as the Council is set to commence the implementation of the Cargo Tracking Note (CTN)

Calabar Channel Dredging: We Haven’t Acted Out Of Order ----CCM

Managing Director of Calabar Channel Management Limited (CCM), Mr. Bart Van Eenoo has exonerated his firm form any wrongdoing or abandonment in the controversial dredging of the channel leading to the Calabar port.
Shipping Position Daily recalls that the Shippers Association in Cross Rivers state had recently alleged that the multi-Billion naira project had again being abandoned.
The managing director of Calabar Channel Management Limited; MrBart Van An Eenoo in a statement made available to our correspondent explained that, the CCM is the product of a joint venture agreement between the Nigerian Ports Authourity (NPA) and the Messer’s Niger Global Engineering and Technical Company, which is a 15 year channel management agreement that was entered into on July 25th, 2013.

TRAGEDY:Tanker Kills Policeman In Lagos Apapa Traffic Chaos

 A Police Sergeant attached to the Taskforce in charge of dismantling tanker traffic in Apapa area of Lagos was on Tuesday crushed to death by a tanker.
The spokesperson for the Lagos State Police Command, DSP Patricia Amadin, confirmed the incident to the News Agency of Nigeria (NAN) on Wednesday.

Amiwero Blasts Terminal Operators , Urges Buhari Govt To Review Concession Agreement

Frontline licensed customs agent; Mr. Lucky Amiwero has condemned terminal operators for dragging the Nigerian Shippers’ Council to court over issues of alleged arbitrary charges, even as he called on President Muhammadu Buhari to revisit the concession agreement between the federal government and the investors.
Amiwero in an exclusive chat with Shipping Position Daily in Lagos yesterday reiterated that the concessionaires have no right to flex muscles with the port economic regulator over its mandate, noting the federal government should be blamed for the shortcomings.
Amiwero urged the Buhari administration to examine the concession agreement and then take a decision, pointing out that the terminal operators’ court injunction will hamper the performance of the Nigerian Shippers’ Council.

The Nigeria Customs Service, Ikorodu Command has denied being in custody of the three 40-foot containers that were allegedly vandalized while it was still at the Government Warehouse‎ in ikorodu.

Customs Area Controller of the Command; Mr. Nasir Ahmed told journalists last week that the customs had employed a Concessionaire; Sapid‎ Agencies Limited to assist in running the terminal including security, and that the company should be held accountable for the missing containers.

FG To Represent Maritime Security Agency Bill At National Assembly

About three years after it was stood down under controversial circumstances, strong indications have emerged that the much-delayed Maritime Security Agency (MASECA) may soon resurface at the National Assembly.
Justification for the Bill was strongly debated at a presentation to the Presidential Transition Committee headed by Alhaji Ahmed Joda.
