“Your Officers Lack Discipline”: ANLCA Chieftain Tells Customs CG


Western Zone Coordinator of the Association of Nigerian Licensed Customs Agents (ANLCA) Sir John Ofobike has said that most officers of the Nigeria Customs Service are not disciplined, even as he called on the Comptroller of Customs, Dikko Abdullah Inde to ensure proper monitoring of officers activities.
In an exclusive interview with Shipping Position Daily at the ANLCA National Secretariat, Ofobike noted that customs officers do not obey standard procedures and protocols of civil service in Nigeria, he said officers fail to resume for duty at the right time, and that they are always quick to close work for the day.
He warned that if proper sanctions are not meted out by the customs top hierarchy in Abuja, the indiscipline in customs service might erode the many achievements of the service.

"Customs have not done much to curtail the excesses of the officers in terms of carrying out their functions, monitoring officers, looking at their time and coming to duty at the right time and closing at the right time"
"The officers are civil servants and their conducts should be checked, the officers should know that they are civil servants just like any other government organ"
"They need to do more in terms of making people to know that they are civil servants, there is suppose to be a resumption time for civil servants and a closing time, the management of customs at the top might not know this, but they should look down and make sure that there are sanctions" Ofobike said
According to Ofobike who is a former Chairman of Apapa chapter of ANLCA, many consignments are still being delayed at the port by customs officers for pecuniary reasons.
He advised that the moment an importer brings in a cargo and customs found out it meets all requirements, they should allow the cargo to leave the port.
He however commended the customs in its revenue generation drive and in the successful implementation of the Pre-Arrival Assessment Report (PAAR)
Ofobike argued that the service providers are not more qualified to do destination inspection duties than the Nigeria customs.
"The service has done so much in improving its services to international standard with other nations, training of officers, promotions and incentives. Dikko has also done so much in terms of revenue generation" he said.
