ANLCA President; Shittu Blasts NAGAFF, National Council, AREFFN Others For Attempting To ‘Kill’ CRFFN

Even as the Council for the Regulation of Freight Forwarding in Nigeria (CRFFN) continues to battle for relevance, National President of the Association of Nigeria Licensed Customs Agents (ANLCA); Prince Olayiwola Shittu has accused freight forwarding associations including; NAGAFF, National Council of Managing Directors, AREFFN and others of being responsible for the Council's woes.

Shittu who spoke exclusively with Shipping Position Daily in his office last week noted with concern that apart from ANLCA, other freight forwarding associations have refused to pay their annual subscription fees to the Council. Shittu said that this money is the only statutory source of livelihood for the CRFFN.The ANLCA President blasted the freight forwarding associations for writing series of petitions to the Minister of Transport, all in the bid to further cripple the CRFFN, rather than look for ways to resuscitate the Council.

?He noted that the freight forwarding associations are more concerned with the sharing formula and percentage from the collection of transaction fees in the port than seek to find ways to help the Council to survive.

Referring to the mandatory annual subscription fee, Shittu said that, "CRFFN can‘t survive without that money, as an association, we have an amount we are supposed to pay per annum, we (ANLCA) paid for the first and second year, and there are people who cannot even pay at all and they are given more recognition than ANLCA, so we stopped paying"

"Others are not paying and yet they say we are all equal, we paid the first one, we paid for the renewal, we were to pay the third one when we asked for evidence of others paying, but there was none, if we see evidence of others paying that money now, I will use my money to pay for ANLCA?"

"CRFFN has a source of funding; everybody practicing must pay membership fee and licensing fee which is renewable every year, how come the CRFFN is not collecting them? This is a veritable source of revenue, because in the last data base of CRFFN, what we have was 6000 mmebers?, imagine if you are paying N17,000 times 6000, they need to do more than what they are doing"

"?It is only ANLCA that still makes the CRFFN relevant, we have refused to join the band wagon of associations that want the CRFFN disbanded, people have written petitions, but ANLCA refused to write, the Minister has called, but we told him CRFFN is still relevant, let them do their job" he told our correspondent.

Shittu also revealed that no fewer than eight freight forwarding associations are already waiting to be registered and accredited by the CRFFN. This will bring the total number of registered association under the Council to 13.

He said that it is the possibility of getting a share of controversial transaction fees that has led to the springing up of ‘mushroom associations’ and wanting equal percentage of the money, he however said that this was encouraged by CRFFN.

Shittu said that the problems confronting the CRFFN today is self-inflicted because it had earlier registered associations and individuals who do not have office and who are not qualified. According to him, by doing this, “a precedence has been set already; the mistake the CRFFN made was lowering the standards for registering associations”.

He however charged the leadership of the Council to look inwards and focus on its main objective of regulating freight forwarding, rather than bothering itself with transaction fees collection and setting up enforcement unit and employing enforcement officers.

"Against all suggestions from ANLCA that CRFFN was fashioned after COREN (Council for the Regulation of Engineers), the CRFFN Act also established who should be a freight forwarder, but some people just want to use the platform of CRFFN and their identity card as avenue to enter the port"

"It is not in the Act of the CRFFN to go and collect money inside the port, as a regulatory agency they belong to the ministry of transport, government agencies are funded by the government"
