'NPA Lacks Manpower To Monitor Terminal Operators Activities'-------NPA Senior Staff

The Nigerian Ports Authority (NPA) branch of Senior Staff Association of Communication, Transport and Corporation (SSACTAC) has said that the management of the NPA does not have enough manpower and personnel to monitor activities within the ports, especially the activities of the port concessionaires.
President of the union, Comrade Benson Adegbeyeni in an exclusive chat with Shipping Position Daily faulted the port concession exercise of 2006, saying that it was hurriedly implemented.‎
Comrade Adegbeyeni noted that the terminals were shared among the big wigs in government and within the NPA and that this was main reason it will be difficult for the NPA to give close monitoring to the activities of the concessionaires.
He noted with concern that many of the terminal operators are already banking on the lapses of the NPA in order to short-change the government, especially in the area of annual remittances to pay to the agency.
He said: "With the concessioning of the ports, the staffers in NPA is not enough, all these terminals you are seeing, NPA is not there to monitor activities‎ and yet they are supposed to monitor the terminals"
 "It is like a landlord renting out your house and they put bulldozer on your house, definitely it will collapse, but if you are there to monitor it, you will not know"
"NPA is not inside the terminals and the agreement says that they must be there to monitor, most of the terminals are even short-changing NPA from what they are paying to NPA" Adegbeyeni alleged.
Erecting new structures within the terminals are sometimes done without NPA's awareness.
While speaking on the irregularities in the port concession exercise, the NPA Senior Staff President said, ‎"I  may be in NPA now and I am allocated a terminal, I will not like any of the staff to go there and tamper with it"
 "Even some of the people that concessioned NPA owned terminals, some of the gurus in Abuja are the owners of the terminals‎"
He stressed that Nigeria as a whole, needs total overhauling because, according to him, there is something wrong with the system.
Comrade Adegbeyeni observed that the port concession exercise in Nigeria was hurriedly carried out; he argued that, port concessioning is supposed to be done in phases, and not the way Nigerian version was carried out.
He lamented that the rail network is dead, as against what the President Jonathan administration has said, he added that there are no good roads to convey cargoes.
‎"The port concessioning was not properly done, everybody is there for their own selfish interest, they did it in 'sharing', it was not done for the benefit and advantage of this country, if it was done properly, the accrued revenue goes to the Federal Government and the government will use it to provide social amenities for people" he said.http://shippingposition.com.ng/article/npa-lacks-manpower-monitor-terminal-operators-activities-npa-senior-staff
