Customs Denies Collection Of NAC Levy At Ports

…Says more tariffs coming
The Nigeria Customs Service has denied commencement of collection of the National Automotive Council (NAC) levy on vehicles imported into Nigeria.

Assistant Controller of Customs in charge of System Audit of Customs; Mr. Tony Ayanlogu made stated this at the official launch of the Common External Tariff in Lagos on Tuesday, where he added that the  NAC is only being used temporarily as a nomenclature to replace the Import Adjustment Tax (IAT)‎ which was introduced with the CET 2015.
He said that‎ this was done by the Nigeria Customs Service because a space is yet to be created for the IAT on the Customs ASYCUDA.

He assured that as soon as Customs was able to migrate from ASYCUDA++ to NCIS, the headings will have to change to carry the proper nomenclature.

He however warned that stakeholders should brace up, as Customs will still come up with additional tariffs to be added‎ in the clearance procedure.

Ayanlogu said that, "there is a little problem here, what we are using now is ASYCUDA, this is a platform that you use for your declarations, we have not been able to‎ transit to NCIS which is the new platform that we want to adopt, and as such it is difficult to change the headings of the ASYCUDA".

Under the old regime, he said there are different headings including; 'duty' 'self surcharge' 'ETLS' 'CISS' and there is nowhere Import Adjustment Tax (IAT) is written, what customs did now is to pick any of the old headings and allocate them the new taxes that have been introduced.

"We have many more taxes that will still come; statistical taxes, community tax, IAT, anti-dumping tax, anti contravene tax, they will still come, but there will be an adjustment of those columns‎; which is a technical thing"

"So where you see NAC, it is not NAC, the space has been used for it, we don't yet have IAT column for declaration, so when you see NAC levy it is IAT‎" he explained.http://shippingposition.com.ng/article/customs-denies-collection-nac-levy-ports
