Shippers’ Council Steps Into System Failure At APMT

The Nigerian Shippers’ Council has waded into the problems being faced by licensed customs agents and importers on account of weeks of system breakdown at the APM Terminal inn Apapa port.

The server breakdown has made it difficult for consignees to take delivery of their containers, a development which has been condemned by the Nigerian Shippers Council.

A fact -finding team from the Council’s shippers’ complaints unit yesterday visited the administrative office of the concessionaire, where it saw the plight of clearing agents.

The frustrated agents told the Shippers Council team that the situation still persist , they appealed to the terminal operator to carry out manual operations, in order for the trapped  cargoes to leave the ports.

The agents also lamented that the issuance of invoice is poorly handled by the concessionaire and called for more officers to issue the document to further boost the process of clearing the backlog of consignment at the terminal.

They also appealed to the Nigeria Shippers’ Council to further tackle the situation at hand, stating that the concessionaire is not ready to address the situation.

Our correspondent also gathered that the system of APM Terminal has been down for more than two weeks.

It was also gathered that issues on how to raise debit note is the major problem faced by the terminal operator.

The fact finding team to the administrative block of the terminal operator,  led by an assistant director ,Shippers Complaints Unit;  Mr. Fadipe Moses  told Shipping Position Daily exclusively that   the situation was quite unfortunate because according to him, the mission of the council is to confirm the situation of system failure at APMT.

He noted that they have been able to meet with some officials of the terminal namely: Daniel Odibe, who is the stakeholders’ manager and the legal adviser  who confirmed to them that there was a system breakdown.

Fadipe noted that all hands are on deck to ensure that the situation is resolved, adding that the council as an economic regulator must make sure that the right thing is be done to favour both parties.

The shippers’ council official pointed out that, “we must be seen to ensure that nobody is punished unnecessary for what they don’t know anything about’’.

He said that the council will also meet with the shipping companies on behalf of the terminal operator on how to address issues bordering on demurrage charges.

He urged the freight agents with consignments at APMT to come up with their debit notes and other relevant documents, stressing that the council is in consultation so as to address the issue at hand.

“It is quite unfortunate that we find ourselves in such situation because in the world of ICT issues like this are bound to happen and when it happens all parties involved must take up the responsibility in solving it, all parties must also accept the blame and must make necessary efforts to solve the problem”, he pointed out.http://shippingposition.com.ng/article/shippers%E2%80%99-council-steps-system-failure-apmt
