Calabar Channel Dredging: We Haven’t Acted Out Of Order ----CCM

…Embattled dredging company states side of the story
Managing Director of Calabar Channel Management Limited (CCM), Mr. Bart Van Eenoo has exonerated his firm form any wrongdoing or abandonment in the controversial dredging of the channel leading to the Calabar port.
Shipping Position Daily recalls that the Shippers Association in Cross Rivers state had recently alleged that the multi-Billion naira project had again being abandoned.
The managing director of Calabar Channel Management Limited; MrBart Van An Eenoo in a statement made available to our correspondent explained that, the CCM is the product of a joint venture agreement between the Nigerian Ports Authourity (NPA) and the Messer’s Niger Global Engineering and Technical Company, which is a 15 year channel management agreement that was entered into on July 25th, 2013.According tom him, “under the agreement the NPA and Niger Global Company resolved to establish a limited liability company known as  Calabar Channel Management to perform the statutory duties of the Authority in the Capital and Maintenance dredging, Quarterly bathymetric survey, buoy maintenance and surveillance, wreck removal, visual pollution monitoring and reporting,  planning and Management of the maintenance dredging operations in  Calabar Channel, training of the Authority’s staff and any other activity which will enable the parties to achieve the objects or business of the company”.
He argued that it was incorrect to say that CCM was paid for job not done or to say that it had abandoned the project.
“It is incorrect to say that the sum of $35,000,000was paid to the company by the NPA for the 4th quarter of 2014 as reported in the media”.
Mr Eenoo stated further in the statement that, “that the NPA Project Resident Hydrographic Surveyor and technical auditors on the project; CARES Ltd were actually on board the dredger during the campaign and payment was effected only after they verified that what was presented tallies with the work done and in accordance with the Joint Venture (JV) agreement”.
“It is also pertinent to note that this is the standard operational and certification of payment procedure that are applied for other Channel Management companies under the Authority. Therefore, that the processes and procedures for such payments have not been in any way compromised”, he explained.
Stressing that there was nothing untoward or unethical in its action, the CCM boss added that, “at every stage, the Management ensured that both the contract and the payment are guided by strict compliance to due process.”
He added further that, CCM had only been paid US$7,500, 000 out of the sum of $19, 947, 679, 34 it submitted on February 9th, 2015.
“Out of this amount, Management has only paid$7,500, 000 to the CCM on 8th June, 2015 two (2) years after the commencement of the contractual agreement. The balance of the reimbursement is to be paid later. The paid amount covers bathymetric survey, maintenance dredging of channel, channel monitoring, operation support, mobilization of two (2) dredgers and administrative expenses pre-financed by the technical partners of CCM”, the statement explained.http://shippingposition.com.ng/article/calabar-channel-dredging-we-haven%E2%80%99t-acted-out-order-ccm
