Manufacturers, NACCIMA‎ Embrace Cargo Tracking By Shippers’ Council

The Manufacturers Association of Nigeria (MAN) and the Nigerian Association of Chambers of Commerce, Industry, Mines and Agriculture (NACCIMA) have thrown their weights behind the Nigerian Shippers’ Council over the re-introduction of the Cargo Tracking Note (CTN) being spearheaded by the Council.
The support was expressed at separate meetings yesterday when the Executive Secretary of the Nigerian Shippers’Council, Barrister Hassan Bello led top executives of the Council to the headquarters of both associations in order to enlighten them on the new CTN and to solicit their support.
President of MAN; Dr. Frank Udemba Jacobs assured that the association was satisfied with all the explanations given on the CTN by the Shippers Council, expressing high hopes that the policy will help his members to facilitate cargo clearance.
Speaking after a meeting with the Council, the MAN President explained that CTN is a good policy by the government because it will lower the cost of freight; he assured that MAN is going to support it.
Dr. Udemba said that there is need for members of the association to come together and analyze the CTN to ensure that it does not attract extra cost as explained by the Shippers’ Council.
"We think that the technical members should get together‎ of all the stakeholders and further discuss it, but I think it is something that will help us at the end of the day, so we are going to support it"
"However, certain issues have to be taken care of before we support it, we are hoping that it would not attract any cost to the manufacturers in view of the fact that we want to make sure that the cost of doing business is reduced and therefore we don't need to escalate it, but the Shippers Council has given assurance that it will not constitute any cost and we are hoping it would be the case" Udemba stated.
‎He said that the association had kicked against the former CTN as it was being implemented by the Nigerian Ports Authority (NPA) because the provision was for MAN members to pay 150Euro per container.
"We figured that this was too expensive, though there was adequate consulting, but at the end of the day they came up with a document that was different from what we had agreed in the negotiations" he said.
Speaking in the same vein, 1st Deputy National President of NACCIMA; Chief (Mrs) Alaba Lawson expressed total support‎ for the Council on the Cargo Tracking Note saying, that it will reduce demurrage at the port which is usually insured as a result of delay in cargo clearance procedure.
She observed that with the new CTN, before cargoes are loaded all over the world, the Shippers Council‎ must have got all information about it, and when it comes to revenue too, no importer will be able to lie about what they are importing.
"The process will be faster for all the entrepreneurs using the port‎ and demurrage will be less because once the goods come in they can easily be cleared"
"The Shippers Council have 100 per cent support and it will help the importer and the exporter, it will help to protect government revenue, it will also ease clearance at the port, so it will help us all over"‎ Chief Lawson said.
‎Speaking earlier, Executive Secretary of the Nigerian Shippers’ Council, Barrister Hassan Bello‎ had said that the main objective of the Council is to make the port efficient and the manufacturing sector as well as NACCIMA is the hallmark of Nigeria's economy, saying that there is no better place to run the policies.
Bello explained that CTN is not a bad policy, saying that it will ease clearance of cargo from the port as a result of the advanced knowledge which will be obtained by the Council and passed to the operators at the port; the Terminal Operators, the Customs and the shipping companies in readiness to receive the cargo.
He lamented that the present manner of cargo clearance is primitive because the cargo must have arrived the port in Nigeria before the agencies make efforts to check the contents. He said that CTN will help the risk system of Customs.
"For the federal government, it will block revenue leakages, the CTN having the particulars of the cargo coming and the ship, will block revenue pilferages we have been experiencing"
"Bill of Laden will now contain more information and under-declaration will be eliminated. This brings a lot of problem in the clearance procedures"
